PlatinumDEX believes that digital assets including some crypto currencies are here to stay. As a 21st century online bank, it is PlatinumDEX’s goal to integrate both fiat and crypto currencies and have access to both, on one platform. With a European Union e-MI licence for our internet bank and licensed crypto currency exchange, we will be part way to that goal.


We have initiated our plan with the PlatinumDEX remittance App, which is scheduled for launch 17th July 2020. The PlatinumDEX App is secure and simple to operate with a very attractive user interface.

PlatinumDEX’s plan is to operate Digital Ledger Technology (DLT) and blockchain related businesses, leveraging our extensive experience and skills in Artificial Intelligence (AI), blockchain, cyber security, and Machine Learning (ML). We will implement these into the DLT process.

PlatinumDEX is exploring Joint Venture opportunities with potential partners interested in the huge disruption potential in the banking, real estate and supply chain ecosystems.

PlatinumDEX will underpin the security of the blockchain by hosting in its network of DIGITAL FORTRESSES.

The company’s global network of DIGITAL FORTRESSES, dark site data centres, will be in highly secured premises including repurposed cold war nuclear bunkers, bank vaults and similar. Countries earmarked thus far include Canada, Finland, Germany, Italy, Korea, Spain, Sweden, Switzerland and the United Kingdom


The first data centre will be built in the UK to CPNI standards, completed by November 2020 enabling the start-up and monetisation of our licensed crypto exchange during the same month. The licence will be provided by Estonian Monetary Authority to PlatinumDEX OU. Exchange software is complete bar bedding onto new hardware. The deployment process is expected to take 12-weeks.

We are unusual because we are building real-world “bricks and mortar” assets to support the virtual world. Ultimately the company will own a network of highly secured facilities that are able to provide huge resilience and redundancy for digital assets, whilst remaining compliant with local laws, legislation and regulations like GDPR etc…

The global network will be multi-jurisdictional thus providing protection against both theft and sovereign debt crises.

The technology we will deploy in our data centres is cutting edge. It will enable us to construct platforms that, although powerful, fast and secure, will have a low environmental impact. Renewable energy sources and innovation will enable us to build in environments previously unheard of. We will be quicker and cheaper to market and far more efficient than our predecessors;

Following the start-up of PlatinumDEX, the company will raise a further €4 million seed capital from early stage investors. We are actively sourcing this revenue now. This is enough to take the company through a Security Token Offering (STO), where it expects to raise more than €25 million. We expect to conclude this fund-raising September 2020, and our STO raise (likely to be in Liechtenstein) November 2020.

The PTX is anticipated to be traded on exchanges (including our own) and could appreciate or depreciate accordingly. Some prior exchanges have shown exponential returns.

This valuation is based on a very modest estimation of PlatinumDEX’s projected profit. Statistically, an internet bank and crypto exchange revenues are higher than the anticipated gains we state here, for the purposes of this document. In the light of the very high quality of our team we consider this valuation to be conservative.

Alexander is a highly skilled and respected professional, with the ability to work in dynamic environments, prioritising and multi-tasking effectively. Alexander is an accomplished and goal driven Corporate Business Executive, who utilises his understanding of major business functions, industry trends, politics/ legislative systems, and the organisation’s position to integrate in to effective business strategies and tactics. With over 30 years of experience in global markets, supply chain, advising investment banks and hedge funds on the highest level of trends and practises, such as protecting high value Fintech, virtual enterprise and e-commerce from cyber-attack and intrusion. He is an expert in implementing Intelligence and Integrity programs, monitoring worldwide events and news that may affect any of the integrity of the client’s infrastructure and serves as the primary point of contact for all intelligence collection and dissemination.

Christian is an IT security, governance and compliance solutions architect with over 20 years’ experience. In 2000, while employed at Price Waterhouse Coopers, he led on Digital Signature Law ratification across the EU, was Head of Public Sector at MessageLabs and Presidents club winner, was liaison to GCHQ, NATO, FBI, OECD particularly on Forward Threat Research. He then moved to Alcatel-Lucent where, from 2007-2009, he was the European and Nordic lead for innovative security solutions emanating from Bell Labs in USA. He worked in the Far East for CSC, while the security lead on major bids. While working for Trend Micro between 2012 and 2014, he represented that company in its discussions with Gartner and was also a frequent speaker at public events on topics relating to cyber security’.

Carlos is an internationally known cyber and information technology security expert. He has been part of the most sensitive roles in the U.S. federal government as well as in large multinational corporations. As the former CIO of The White House, Carlos was responsible for the IT systems for the Executive Office of two President’s where the highest levels of national security must be protected. He also served as Vice President and General Manager of Global Security Solutions for CSC where he led a team of cyber security experts protecting critical infrastructure for private and public-sector accounts. Earlier in his career, Carlos was a senior executive Director at the FBI where he led the development of a nationally deployed system for counter-drug operations. The system subsequently became the FBI’s intelligence database. He also served as Program Executive for the creation of the FBI’s global command and communication facility.

Cryptocurrency Market Facts

Although it is hard to be certain, best estimates peg the global number of crypto owners/users between 20 – 30 million with an average daily trade volume between $1B to $3B USD. When the ‘whales’ are removed from the equation the average daily trade is valued at USD $650 per trader.

Initially industry efforts marketed Bitcoin as an unregulated, anonymous electronic payment method, beyond the borders of a central government. Multiple ICOs introducing cryptocurrency proved to be scams, and theft across the crypto exchanges have proved ever more prevalent. In response, global Regulatory bodies have enforced where they can with lawsuits against those offending businesses.

It would be foolish to assume that the industry is unregulated today, there are many central governments that have put virtual currency activities under close scrutiny, and they have charged their financial authorities with regulating and enforcing anti-money laundering laws, taxes, financial institutions, securities, and commodities.

The US SEC and Department of Justice are pursuing what they perceive to be malpractice within the cryptocurrency ecosystem. Exchanges have been subpoenaed. The European Union has opened similar investigations and certain jurisdictions within the EU have been given a short time to clean house. As a result, Exchanges have moved their holdings to new jurisdictions, to avoid the reach of impending legislation.

A study by the Bank of International Settlements reported 40 countries around the world are looking into developing or have already developed a digital currency. Examples such as Sweden’s e-krona and Facebook’s Libra project were given. The “Digital Currency Electronic Payment” initiative of the Chinese government, the digital Yuan smart currency (delayed by the Coronavirus pandemic) is inevitable. Meanwhile, there are moves in Washington DC to expedite a digital dollar, controlled by the Federal Reserve, to ensure that the USA does not lose out as competitors attempt to undermine the hegemony of the greenback.

These point to the eventual mass adoption of digital currency.

Despite the “negative press” major global banks and financial firms are researching, standing up, or have already stood up, trading desks and crypto investment products for their customer. They know crypto is here to stay and they desire the security, transparency and compliance PlatinumDEX will bring to the market.

The Problem

‘Lack of Security, ‘Compliance, Confidentiality, Accountability, Integrity, Trust, Transparency & Liquidity’

There are over 2.5 billion unbanked or underserved adults in the world who are trapped in poverty. By enabling these people to access micro-finance and/or receive charitable donations, some will work their way out of poverty and join the growing middle-class segment of society. The current system has failed where it is virtually impossible to provide money (digital or fiat) to those outside the banking system. In addition, by having to use intermediaries, charities are seeing their funds siphoned off by local corrupt officials, local war lords or diluted by the high costs of money transfer.

Crypto currency exchanges and e-banking platforms outsource their cyber security to public cloud hosting companies like Amazon AWS, Microsoft Azure etc. By delegating the safekeeping of business-critical systems to 3rd parties, the exchanges and banks are left with little or no control over their own organisation.

The crypto exchange world is largely unregulated with no enforceable legal framework and has proven to be a breeding ground for financial scams, is home to criminals, money laundry operations and in some cases terrorism funding.

There is a complete lack of transparency, fairness, integrity and security in the cryptocurrency ecosystem leading to well documented internal fraud and theft. In addition, both the e-banking and exchange platforms lack intuition and generally provide exceptionally poor customer service.

ALL of which is inhibiting or STOPPING mass adoption.

The Solution

PlatinumDEX will build a global network of super-secure platforms in the G20 countries plus additional strategic locations. This will comprise worldwide licensed and regulated crypto trading, EU E-MI licensed e-banking and global secure mobile payments via IOS and Android; plus, a hyper secure custodial digital asset management and storage service (DAM/S) in re-purposed, company owned and operated nuclear bunkers. Because the DAM/S custodial service will operate from multi-jurisdictional locations, it will provide protection against hacking and sovereign debt crises (like the problems in Greece, Iceland and Russia where banks and accounts closed). The mobile app we have developed uniquely sends cryptocurrency via all social media platforms (including Messenger, Telegram, WhatsApp etc..) to a smart phone. Our app creates a non-custodial wallet on your smart phone, from which you then transfer to your own cold wallet. 

The business will be managed and run to the highest ethical standards and comply with current and forthcoming legislation. PlatinumDEX will set the standard by which other mobile banking and crypto currency exchanges will be judged by. Accountability, adherence to compliance, integrity and transparency are part of our company’s DNA and will provide a clear differentiator between our business and our competitors.
